Article 1 — Principle of Legality

(1) Tidak ada suatu perbuatan yang dapat dikenai sanksi pidana dan/atau tindakan kecuali atas kekuatan peraturan pidana dalam peraturan perundang-undangan yang telah ada sebelum perbuatan dilakukan.

(2) Dalam menetapkan adanya tindak pidana dilarang digunakan analogi.

(1) No act may be subjected to a criminal sanction and/or measure except by virtue of criminal provisions in legislation that existed before the act was committed.

(2) In determining the existence of a criminal offence, the use of analogy is prohibited.
