Article 1 — Definition of a Person with Disability

Penyandang Disabilitas adalah setiap orang yang mengalami keterbatasan fisik, intelektual, mental, dan/atau sensorik dalam jangka waktu lama yang dalam berinteraksi dengan lingkungan dapat mengalami hambatan dan kesulitan untuk berpartisipasi secara penuh dan efektif dengan warga negara lainnya berdasarkan kesamaan hak.

A person with disability is anyone with a long-term physical, intellectual, mental and/or sensory limitation who, in interacting with the environment, may face barriers and difficulties in participating fully and effectively with other citizens on an equal basis.

Article 5 — Range of Rights

(1) Penyandang Disabilitas memiliki hak antara lain hidup; bebas dari stigma; privasi; keadilan dan perlindungan hukum; pendidikan; pekerjaan, kewirausahaan, dan koperasi; kesehatan; politik; keagamaan; kebudayaan dan pariwisata; kesejahteraan sosial; aksesibilitas; serta pelayanan publik.

(1) Persons with disabilities have rights including life; freedom from stigma; privacy; justice and legal protection; education; employment, entrepreneurship and cooperatives; health; political rights; religion; culture and tourism; social welfare; accessibility; and public services.

Pekerjaan

Article 53 — Employment Quota

(1) Pemerintah, Pemerintah Daerah, Badan Usaha Milik Negara, dan Badan Usaha Milik Daerah wajib mempekerjakan paling sedikit 2% (dua persen) Penyandang Disabilitas dari jumlah pegawai atau pekerja.

(2) Perusahaan swasta wajib mempekerjakan paling sedikit 1% (satu persen) Penyandang Disabilitas dari jumlah pegawai atau pekerja.

(1) The central government, regional governments, state-owned enterprises and regionally-owned enterprises must employ at least 2% (two per cent) persons with disabilities of their total staff or workers.

(2) Private companies must employ at least 1% (one per cent) persons with disabilities of their total staff or workers.
